Указывал и полный путь и просто команду... не хотят.
Выкрутился в итоге через putty и планировщик заданий винды.
Теперь два раза в сутки,планировщик задний на терминальном сервере запускает putty с параметрами, который через ssh дает команду модемам на перезагрузку. Сутки все работает нормально.
