PSTN модем на АТСК 100

Ребята помогите пожалуйста, закупили модемы для телеметрии бельгийской фирмы BAUSCH DATACOM чип Conexant (DINBOX PSTN 485)
На городских АТС в Ташкенте присоединяем с оной стороны счетчик электроэнергии к COM порту модема с другой компьютер с программой конфигуратором через гипертерминал - работает все отлично, с полпинка соединяется и опрос счетчика продолжается пока вручную не отключишь.
Устанавливаем все тоже самое на ведомственной АТС АТСК 100 (на электростанции) модемы соединяются, счетчик начинает отвечать но при отправке пароля к счетчику он замолкает (не отвечает). Мы проследили с помощью программы "шпион COM порта"- компьютер посылает на счетчик один запрос а с другого модема этот запрос выходит в немного искаженном виде и всегда одно и тоже, думали помеха, но мы даже проверяли в 10 метрах от АТС, одна и та ошибка выходит. Помогите советом.
